How does Next.js 16 speed up repeated runs of next dev and next build?

Explanation

Turbopack's file system cache is enabled by default for dev and build, so restarts are noticeably faster. In CI, it's useful to cache the .next/cache folder between builds. next build runs type checking unless it's explicitly disabled.
