Are fetch requests in server components cached by default (Next.js 15+, without Cache Components)?

Explanation

In Next.js 14, fetch was cached by default, which often surprised people. Since version 15 the behavior is the opposite. With Cache Components enabled, caching is explicit via 'use cache', and uncached data streams inside <Suspense>.
