Which file sets the fallback for a parallel route slot on a full page reload?

Explanation

During soft navigation, Next.js remembers the active state of slots. After a reload, it can't restore the state of slots that don't match the URL, so it renders their default.tsx (or a 404 if the file is missing). For a modal, @modal/default.tsx usually returns null.
